No treaty governing service of process in civil or commercial matters is currently in force between the United States and the Republic of the Philippines.
Were the procedure effective, formal service of process in the Philippines would ordinarily be carried out via letter rogatory. The US State Department, however, has indicated that letters rogatory are rare in the Philippines and are unlikely to be executed.
